"Additional concessions"

Rush Limbaugh asked today, "Did Obama just step in it?" In reply to a question from journalist Major Garrett, who asked Obama about individuals still being detained by the Mullahs in the terrorist state of Iran, Obama said to include those individuals in the Iran deal would have just allowed for "additional concessions" from us. "Additional?" Does that not imply that concessions have already been made?
